Albay Lifts Quarry Suspension After Audit, Sets Strict Compliance Rules
Albay, Philippines – Quarry operations in Albay are set to resume immediately following the issuance of Executive Order No. 43 by Governor Noel E. Rosal on October 16, 2025. The order lifts the temporary suspension that had been in place since September 1, 2025, under Executive Order No. 21.
The suspension was initially implemented to allow for a comprehensive audit and review of all active and pending quarry permits. The audit team submitted their findings and recommendations on October 14, 2025, paving the way for the resumption of operations.
According to the new executive order, permittees and operators found compliant during the audit process are now authorized to resume quarry operations, provided they continue to adhere to environmental safety and regulatory requirements.
However, the order also includes strict measures for those found in violation. Permittees and operators whose permits were revoked or suspended may only dispose of and utilize existing stockpiles, with volumes predetermined by the Provincial Environment and Natural Resources Office (PENRO) during the suspension period. This disposal must be completed within three months or until the stockpiles are exhausted, whichever comes first.
Crucially, the executive order states that any permittee or operator with revoked or suspended permits who continues to conduct quarry operations will be permanently disqualified from applying for new quarry permits. This is in addition to any other penalties and fines that may be imposed.
Executive Order No. 43 includes lists of compliant permittees and operators (Annex A), as well as those with revoked (Annex B) and suspended (Annex C) permits. These lists may be subject to change based on future compliance or violations.
Governor Rosal emphasized the importance of sustainable quarrying practices and adherence to regulations. The lifting of the suspension marks a new phase for the quarry industry in Albay, with a focus on environmental responsibility and legal compliance.
