Senior Associate Justice Antonio Carpio. Salceda emphasized that he could not have made such an insertion because he was not a member of the House Appropriations Committee, the “Small Committee,” or the Bicameral Committee during the entire 19th Congress. Loria Designated Permanent Representative to Bicol University Board of Regents   The House Committee on Higher and Technical Education (CHTE) has designated Representative Carlos Andes Loria as the Permanent Representative to the Board of Regents (BOR) of Bicol University, effective November 27, 2025, until June 30, 2028, or unless sooner revoked.   The designation, made pursuant to Section 3 of Republic Act (RA) No. 8292, also known as the Higher Education Modernization Act of 1997, grants Rep. Loria the powers, prerogatives, and duties of a member of the Board.
