CCTV Captures Former DPWH Usec. Cabral Entering Driver’s Baguio Hotel Room

Closed-circuit television (CCTV) footage has captured former Department of Public Works and Highways (DPWH) Undersecretary Catalina Cabral entering the hotel room of her driver, Ricardo Hernandez, at their accommodation in Baguio City, with the video provided courtesy of the National Bureau of Investigation (NBI).

The footage shows Cabral entering Hernandez’s room, where the two remained for approximately two minutes before exiting together. The incident took place at an unspecified hotel in Baguio City, and the video has been made available to the public through the NBI.
 
The release of the CCTV clip comes as part of the NBI’s ongoing handling of the matter, with a bureau representative stating, “This footage is part of the information we have gathered in relation to our processes, and we are making it available to ensure transparency on the incident.” The representative did not elaborate on the purpose of the investigation or any potential implications of the footage.
 
Baguio City, a popular mountain resort destination in the Philippines, is no stranger to high-profile incidents captured on CCTV, as many hotels and public spaces maintain surveillance systems for security and documentation purposes. The specific hotel where the incident occurred has not been disclosed to protect the privacy of other guests and the establishment’s operations.
 
As of now, Hernandez hasn't issued a public statement regarding the footage or the circumstances surrounding their meeting in the hotel room. The NBI has indicated that it will provide further updates as its processes progress, but has not set a timeline for when additional information may be released.
