OP Dismisses Palawan Schools Division Superintendent Over Serious Service Violations
Puerto Princesa City, Palawan – The Office of the President (OP) has removed Elsie Barrios from her post as Schools Division Superintendent of the Department of Education (DepEd) Palawan after she was found guilty of a series of grave service violations.
A motu proprio investigation by DepEd uncovered alleged acts of dishonesty, oppression, grave misconduct, and acceptance of personal benefits in exchange for favors. These violations were linked to an "items-for-sale and pera-pera scheme" that had lowered the morale of teachers in the division. The OP imposed the penalty of dismissal from service on Barrios, along with the cancellation of her civil service eligibility, forfeiture of retirement benefits, and permanent disqualification from any government position. The order, signed by Acting Executive Secretary Ralph Recto, was dated November 28, 2025.
The OP emphasized that the administrative action against Barrios is separate from any potential criminal or civil cases that may be filed if necessary. This distinction underscores the government’s commitment to holding public officials accountable through both administrative proceedings and, if warranted, the full force of the law.
The "items-for-sale and pera-pera scheme" at the center of the case has been a source of frustration among Palawan’s teachers, who have reported feeling pressured and demoralized by the alleged practices. Many have expressed relief at the OP’s decision, viewing it as a step toward restoring integrity in the local education sector and protecting the rights of educators.
The dismissal also sends a strong message about the government’s zero-tolerance policy for corruption and misconduct in public service, particularly in critical sectors like education that directly impact the future of the youth. DepEd Palawan has since announced plans to conduct a thorough review of its internal processes to prevent similar incidents from occurring and to rebuild trust among its teaching staff and the community.
