Rep. Loria Designated Permanent Representative to Bicol University Board of Regents
 
The House Committee on Higher and Technical Education (CHTE) has designated Representative Carlos Andes Loria as the Permanent Representative to the Board of Regents (BOR) of Bicol University, effective November 27, 2025, until June 30, 2028, or unless sooner revoked.
 
The designation, made pursuant to Section 3 of Republic Act (RA) No. 8292, also known as the Higher Education Modernization Act of 1997, grants Rep. Loria the powers, prerogatives, and duties of a member of the Board. However, this excludes the authority to vote for the State Universities and Colleges (SUC) presidency, which remains with the CHTE Chairperson unless they are unable to cast their vote during the election date.
 
As the designated Permanent Representative, Rep. Loria will serve without compensation, except for reimbursement of necessary expenses incurred in attending Board meetings, as per guidelines set by the Department of Budget and Management (DBM). The designation does not prejudice the right of the CHTE Chairperson to attend Board meetings of Bicol University should circumstances necessitate their presence. Furthermore, Rep. Loria cannot delegate the authority granted to him by the CHTE Chairperson to any third person, especially concerning attendance to board meetings, considering the fiduciary nature of the designation.
 
The designation was made by Rep. Jade Avorque Acive, Representative of the TINGOG Party-List, in her capacity as a member of the House Committee on Higher and Technical Education. The move aims to ensure that the House of Representatives is represented in the governing boards of State Universities and Colleges (SUCs), as mandated by RA 8292.
 
This designation is expected to strengthen the collaboration between the legislative branch and Bicol University, facilitating the university's development and alignment with national higher education goals. Rep. Loria's role will be crucial in ensuring that the university's policies and programs are in line with the Higher Education Modernization Act and other relevant laws, ultimately benefiting the students and the Bicol region.
