Lagman, LP Demand Transparency: Let the Public See the Budget Bicam!


Tabaco City – Albay 1st District Congresswoman Krisel Lagman, a member of the Liberal Party (LP) bloc in the House of Representatives, has voiced her strong support for an open and transparent Bicameral Conference Committee, echoing the call led by Rep. Leila De Lima. Lagman emphasized that this reform is crucial, particularly in light of recurring issues of corruption and "insertions" in past budget cycles.
 
Lagman, along with the entire LP contingent in the House, including Reps. Erice, Amatong, Bag-ao, Fresnedi, Umali, and De Lima, insists that transparency in the bicam is non-negotiable. More than a month has passed since the House approved the proposed ₱6.793-trillion National Budget for 2026 on third reading. As deliberations continue in the Senate and the bicam is approaching, the LP bloc is clear: the process must be open to allow the public to see every change made to the nation's budget.
 
The LP bloc is advocating for several transparency mechanisms, including livestreaming of full bicam meetings and deliberations, publishing comprehensive meeting minutes, presenting a detailed matrix of differences between the House and Senate versions of the General Appropriations Bill (GAB) and how they were reconciled, making machine-readable copies of key documents publicly available, and disclosing amendments along with the names of the proposing members. They also insist that media be allowed to cover the entire bicam proceedings and that Civil Society Organizations (CSOs) be given access and the opportunity to raise questions and comments.
 
Rep. De Lima has underscored the high stakes for the Filipino people, emphasizing that the public has a right to know how their tax money is allocated and spent. She questioned whether funds are going to legitimate programs and services or into the pockets of corrupt officials and their private sector accomplices. Lagman and the LP bloc are urging their colleagues in both the House and Senate to recognize the urgency of implementing an open and transparent bicam, highlighting the need to safeguard the nation's future and the public's trust in government.
