BM GLENN CASULLA PUSHES FREE ANNUAL MEDICAL, DENTAL, AND EYE CHECK-UPS FOR INDIGENT AND SENIOR CITIZENS
Legazpi City, Albay – The Sangguniang Panlalawigan of Albay is set to institutionalize a program providing free annual medical, dental, and eye check-ups for indigent and qualified senior citizens residing in the province.
The ordinance, introduced by Hon. Glenn O. Casulla, aims to address the healthcare needs of the underprivileged, sick, elderly, disabled, women, and children in Albay, in line with Section 11, Article XII of the 1987 Constitution, which mandates the State to adopt an integrated and comprehensive approach to health development.
The ordinance is also grounded on Section 4(e) of Republic Act No. 7432, as amended by RA Nos. 9257 and 9994, which provides free medical and dental services, diagnostic and laboratory fees (including x-rays, CT scans, and blood tests) in all government facilities, subject to DOH guidelines in coordination with PhilHealth.
Furthermore, the ordinance aligns with Section 16 of the Local Government Code of 1991, granting local government units the power to promote the general welfare of their constituents.
The Provincial Government of Albay (PGA) seeks to formalize the annual free medical, dental, and eye check-up program for registered, indigent, and qualified senior citizens during the National Elderly Filipino Week (EFW), as mandated by Presidential Proclamation No. 470 and Memorandum Circular No. 34.
The ordinance, once approved, will be known as the "Free Annual Medical, Dental and Eye Check-up for Indigent and Qualified Seniors Citizens in the Province of Albay" or the "Albay Senior Citizen Free Check-up."
