CABREDO QUESTIONS TIMING OF FEASIBILITY STUDY FOR JOVELLAR-PANTAO BYPASS ROAD DESPITE PRIOR APPROPRIATIONS

Legazpi City, Albay – Former Congressman Fernando "Didi" Cabredo of Albay's 3rd District has raised concerns regarding the timing of a feasibility study for the Jovellar-Pantao Bypass Road, despite over ₱1 billion already being appropriated for the project since 2019.
 
During the 2024 budget hearing, Cabredo questioned then Department of Public Works and Highways (DPWH) Secretary Manny Bonoan about a ₱20.4 million allocation in the proposed National Expenditure Program (NEP) for Fiscal Year 2025 for the feasibility study. Cabredo pointed out that initial funding of ₱1 billion had been allocated as early as 2019, with subsequent yearly allocations funding actual road construction.
 
"I told the Secretary that road openings have already been done, and if these are not concreted immediately, government funds will be wasted," Cabredo stated. He questioned why a feasibility study was only being conducted now, after years of implementation and substantial appropriations.
 
The ₱20.4 million allocation was later reduced to ₱2,330,000 in the House General Appropriations Bill (HGAB), and this reduced amount was retained in the General Appropriations Act (GAA) for FY 2025.
 
Cabredo also addressed reports that current DPWH Secretary Vince Dizon may have approved the release of the original ₱20.4 million or plans to include it in the proposed budget for FY2026. He urged Secretary Dizon to include the Jovellar-Pantao Bypass Road in his itinerary of project inspections when visiting Albay.
 
Furthermore, Cabredo criticized a Facebook post by the present congressman, who claimed credit for the feasibility study due to his "love for Jovellar." Cabredo clarified that road construction has been ongoing since 2019 and that the questioned feasibility study was included in the GAA FY 2025. "Stop fooling the people," Cabredo stated. "The DPWH must exercise due diligence in implementing this fund to ensure that it truly benefits Jovellar and the entire district."
