LAGMAN CHAMPIONS CITIZEN VOICES, TRANSPARENCY IN ALBAY INFRASTRUCTURE PROJECTS


 
Legazpi City, Albay – Following a crucial meeting at the Provincial Government of Albay, spearheaded by Governor Noel Rosal and Congresswoman Krisel Lagman, a renewed commitment to community engagement and transparent governance has emerged. The assembly brought together barangay captains from the first district, representatives from the Department of Public Works and Highways (DPWH) led by Regional Director Engr. Virgilio C. Eduarte, and local media.
 
Congresswoman Lagman emphasized the significance of the meeting, stating, "The best outcome is that we heard the voices of our constituents. They were able to convey their concerns to decision-makers." She further highlighted the dual benefit of the forum, noting that "decision-makers and departments like the DPWH were also given the opportunity to hear firsthand from the people what they need and what their complaints are."
 
The congresswoman also underscored the collaborative spirit in addressing the identified issues. "We found out the depth of the problem, and we looked for a solution," Lagman explained. "For instance, we allocated funds in HGAB for this road, but we saw that it was not sufficient. The DPWH Regional Director assured us, 'Don't worry, let's look for a source of funds.'"
 
Lagman stressed the importance of accountability and openness, stating, "There's action happening because the problem has reached them. We are looking for a solution together. And the presence of the media in this kind of discussion makes the discussion transparent. We can also monitor the commitments of those who participated in the meeting."
 
Addressing her assertive stance during the meeting, Congresswoman Lagman explained, "Why did this happen? Because we have been silent. We have been silent for a long time, even though we know that something bad is happening." She added, "So, we really need to fight when we see something wrong. As RD said in his final words, 'I'm sorry. What is not right should not continue to happen.' I think it's a learning experience for all of us."
 
The meeting concluded with a shared commitment to rectify past oversights and ensure that future infrastructure projects are executed with greater transparency, accountability, and community involvement.
