Rep. Loria Files Bill to Establish Legazpi Special Economic Zone, Aiming to Boost Growth and Transformation

Legazpi City, Albay – Congressman Caloy Andes Loria of the 2nd District of Albay has filed House Bill No. 2998, the "Legazpi Special Economic Zone Act," seeking to establish the Legazpi Special Economic Zone (LEZ) and the Legazpi Special Economic Zone Authority (LEZ Authority). The bill aims to accelerate development and genuine transformation in Legazpi City, capitalizing on its strategic location and potential.
 
Loria emphasized Legazpi City's significance as a major urban center in the Bicol Region and its role as a gateway for commerce, tourism, and education in South Luzon. He highlighted the city's population of over 250,000, its domestic airport, ports, various national government offices, the iconic Mayon Volcano, and the region's culinary delights.
 
Despite these advantages, Loria acknowledged the challenges of poverty, lack of livelihood opportunities, and vulnerability to natural disasters. He believes the LEZ will address these issues by attracting local and foreign investors through fiscal and non-fiscal incentives, leading to increased employment and business opportunities.
 
The proposed LEZ will also prioritize infrastructure development, including improved roads, ports, water, electricity, and telecommunications facilities to support industries. A one-stop shop system for permits, clearances, and business registration will streamline the investment process. Furthermore, the LEZ will promote climate-smart and disaster-resilient urban planning, ensuring safe and sustainable development while protecting the environment.
 
The LEZ Authority will oversee the implementation of these programs, with the national government, the province of Albay, and the city of Legazpi collaborating to ensure that the benefits of the LEZ reach the residents.
 
Loria envisions Legazpi City becoming a model of inclusive, resilient, and innovative development for Albay, the Bicol Region, and the entire South Luzon. He called for unity in achieving genuine transformation within the communities.
