Rosal's First 100 Days: A Heartfelt Vision for Albay's Future

Legazpi City, Albay – Governor Noel E. Rosal presented his comprehensive report to the people of Albay, marking his first 100 days in office with a detailed overview of accomplishments and a forward-looking vision for the province, all under the banner of his leadership brand, "Albay in my Heart," encapsulated by the acronym HHHEEEARRTT. The report, delivered at the Albay Astrodome, emphasized key areas of development aimed at enhancing the quality of life for all Albayanos.

Governor Rosal explained that HHHEEEARRTT represents his administration's core priorities: Health, Human Capital, Housing, Environment, Education, Economy & Livelihood, Agriculture, Resilience to Disaster, Road & Infrastructure, Tourism, and Technology (Digitalization).

Health our Priority

Rosal underscored his administration's commitment to improving healthcare services across Albay. A major highlight is the upcoming inauguration of the Josefina Belmonte Duran Albay Provincial Hospital (JBDAPH) on November 26, 2025, poised to become a leading medical facility in the region. Additionally, the Pioduran hospital is slated to begin operations in the first quarter of next year, followed by the Cagraray district hospital, ensuring accessible healthcare for residents in remote areas.

To bolster these efforts, Governor Rosal announced an allocation of ₱156 million for the procurement of essential medicines, addressing a critical need in the province's healthcare system.

Human Capital

Recognizing the importance of a skilled workforce, the provincial government is investing in training programs designed to enhance the efficiency and productivity of its human resources. Rosal emphasized the priority given to the professional growth of every Albayano, ensuring they have the tools and opportunities to succeed.

Housing

Initiatives to provide affordable and sustainable housing for Albayanos.

Environment

Programs focused on environmental protection and sustainability.

Education

Investments in educational infrastructure and resources to improve learning outcomes.

Economy and Livelihood

Strengthening disaster preparedness and response capabilities.

Partnership with the Department of Information and Communications Technology (DICT) to advance digitalization efforts in the provincial capitol and across the province.

Governor Rosal expressed his gratitude to the Albayanos for their support and reiterated his commitment to delivering on his promises. "Together, guided by the HHHEEEARRTT agenda, we will build a better, more prosperous Albay for all," he stated.

The report was well-received by local officials, community leaders, and residents, who expressed optimism about the direction the province is heading under Governor Rosal's leadership and his heartfelt commitment to "Albay in my Heart."
