"WE WERE HEARD!" DPWH EXPLAINS ALBAY PROJECT DELAYS, DENIES GHOST PROJECTS!
Legazpi City, Philippines - A meeting between DPWH Region 5 Regional Director Virgelio Eduarte, Governor Noel Rosal, Congresswoman Krisel Lagman, and Barangay Captains from Albay's First District has shed light on concerns surrounding some infrastructure projects, particularly those on Cagraray Island.
Director Eduarte expressed his gratitude for the opportunity to present the DPWH's perspective, acknowledging the prior focus on concerns raised in the media. "I have long been looking forward to this meeting, but the timing just never aligned," Eduarte stated, explaining the scheduling challenges. "I am thankful to Governor Rosal and Congresswoman Lagman for at least giving the DPWH side a chance to be heard. It seemed that the narrative was solely focused on the other side and on social media."
A key point of clarification was the denial of "ghost projects." Eduarte emphasized that the DPWH Regional and District Offices were not the originators of the questioned projects. "We explained that these projects were not our initiative. We were unaware of the term 'insertion' sa Bi-Cam because we did not endorse them," he said.
Eduarte clarified the process for project approval. "I have a standing order, not only here in Albay First but in all District Offices, that once these projects surface, they must be endorsed by NEDA and the RDC (Regional Development Council)," he stated. "We still endorsed it to the RDC, even though late in the process, so they would at least be aware of the projects released this year 2025." He acknowledged Congresswoman Lagman's observation that the submission was delayed due to the timing mismatch.
Regarding the DPWH's role in project implementation, Eduarte explained, "When funds arrive, we implement them. That is our job, whether at the district or regional level. If we don't implement the funds, we face charges of negligence. So, we have no choice but to implement them." He added, however, that projects deemed unfeasible would be allowed to lapse and the funds returned to the Central Office.
Director Eduarte considered the meeting highly productive, stating, "Yes, very much so. Because the DPWH's side was heard. The reasons behind delays were explained, and there were valid reasons."
