Albay Braces for Severe Tropical Storm "Tino" - PDRRMC Issues Advisory
Legazpi City, Philippines – The Albay Provincial Disaster Risk Reduction and Management Council (PDRRMC) has issued Advisory 2025-37, outlining preparedness measures for Severe Tropical Storm "Tino" (KALMAEGI) as of November 3, 2025, 10:00 AM.
 
According to DOST-PAGASA Tropical Cyclone Bulletin No. 5, Severe Tropical Storm Tino intensified further while moving west-southwestward over the Philippine Sea. As of 8:00 AM today, November 3, 2025, the center of the storm was estimated to be 360 km East of Guiuan, Eastern Samar (10.6 °N, 129.0 °E), with maximum sustained winds of 110 km/h near the center and gustiness of up to 135 km/h. It is moving west-southwestward at 25 km/h.
 
The Province of Albay is now placed under Tropical Cyclone Wind Signal (TCWS) No. 1. Heavy rainfall is forecasted with 50-100 mm rainfall over the Bicol Region, including Albay. This may exceed projections in mountainous areas and significantly increase the risk of flooding, lahar flows, river swelling, and landslides.
 
In light of these threats, the PDRRMC-APSEMO has issued the following directives for disaster avoidance and public safety:
 
1. NO SAILING: All types of seacrafts are prohibited from sailing, as per the Sea Travel Advisory from the Philippine Coast Guard issued at 8:00 AM today.
2. NO CROSSING OF SWOLLEN RIVERS: All river crossings (on foot or via vehicle), fishing, and swimming are prohibited until the event of flooding subsides.
3. EVACUATION PREPAREDNESS & MONITORING: All city/municipal and barangay DRRMCs are advised to be in PREPAREDNESS and MONITORING STATUS in their respective areas, particularly those exposed to flood, lahar, flashflood, and landslide. They should take appropriate and timely counter-measures and execute localized evacuation when necessary. All are directed to stay on heightened alert, coordinate closely, and mobilize resources as needed.
4. PUBLIC SAFETY REMINDERS:
- All mass gatherings and outdoor-related activities, especially those outside the province, are suspended, and previously given permits are hereby revoked effective immediately.
- Avoid unnecessary travel, especially in flood-prone roads or near riverbanks, and remain alert and standby for official updates and further advisories from PAGASA and local authorities.
Albay Governor Noel E. Rosal has ordered strict adherence to these guidelines to ensure the safety and well-being of all Albayanons. Residents are urged to stay informed, remain vigilant, and cooperate with local authorities during this period.
