Albay Competes for $500,000 Grant to Revolutionize Waste Disposal

Legazpi City, November 13, 2025 – In a bold move to overhaul its solid waste management practices, the Provincial Government of Albay (PGA) is aggressively pursuing a $500,000 grant. This funding would enable a crucial feasibility study, setting the stage for a modern, environmentally sound waste disposal system that could serve as a model for other provinces in the Philippines.

The initiative, spearheaded by the Provincial Solid Waste Management Board, envisions a transformative Public-Private Partnership (PPP) with Expertise France. This collaboration aims to leverage international expertise in designing a sustainable waste management solution tailored to Albay’s unique needs. The partnership highlights Albay’s proactive approach to securing the resources and knowledge necessary for a successful project.

At the heart of the proposal is the construction of a state-of-the-art sanitary landfill facility. This facility promises to replace outdated and environmentally damaging waste disposal methods, significantly reducing pollution and protecting the region’s natural resources. The new landfill will incorporate advanced technologies to ensure efficient waste processing and minimize environmental impact, aligning with global best practices in waste management.

The Provincial Environment and Natural Resources Office (PENRO) is calling for unity among Albay’s local government units (LGUs) to strengthen the province’s grant application. This collaborative effort is essential to demonstrate a cohesive and committed approach to improving waste management across the region. By working together, Albay’s LGUs can showcase their dedication to creating a cleaner, healthier environment for all residents.

With only three grants available among 11 shortlisted candidates, Albay faces stiff competition. However, the PGA is confident that its comprehensive plan, coupled with the strong support of its LGUs and the expertise of Expertise France, will make a compelling case for funding. Securing this grant would not only revolutionize Albay’s waste disposal system but also position the province as a leader in environmental stewardship.
