Albay Congressman Loria Files Anti-Espionage Bill in Congress
Legazpi City – Albay 2nd District Congressman Carlos Loria has introduced House Bill No. 4886, titled “An Act Prohibiting Espionage and Other Offenses Against the National Security,” aiming to strengthen the country's legal framework against threats to national security. Loria, who serves as the Vice Chairman of the Committee on National Defense, presented the bill during a joint hearing conducted by the Committee on National Defense and the Committee on the Revision of Laws.
The proposed legislation seeks to define and penalize acts of espionage, sabotage, and other activities that could compromise the Philippines' sovereignty, territorial integrity, and national interests. In his address, Congressman Loria emphasized the need for updated laws to address evolving security challenges in the digital age, including cyber espionage and the proliferation of misinformation campaigns.
Loria highlighted the importance of safeguarding sensitive government information, critical infrastructure, and defense capabilities from foreign adversaries and internal threats. He argued that the bill would provide law enforcement agencies with the necessary tools to investigate and prosecute individuals or groups engaged in activities detrimental to national security.
The bill is currently under review by the joint committees, where it is expected to undergo further scrutiny and amendments. Stakeholders from various sectors, including security experts, legal professionals, and civil society organizations, are expected to provide input to ensure the bill is both effective and respects fundamental rights and freedoms.
