Albay Prepares for Heavy Rainfall: Class Suspensions and Safety Measures Announced
Legazpi City, Albay – In anticipation of heavy rainfall due to the combined effects of a Low-Pressure Area (LPA) and Shearline, the Provincial Disaster Risk Reduction and Management Office (PDRRMO) of Albay has issued an advisory outlining preparedness measures for residents. The advisory, PDRRMC-APSEMO Advisory-2025-45, was released today, November 23, 2025, at 12:00 HN, based on Weather Advisory No. 14 from PAGASA.
The weather forecast indicates that Albay could experience rainfall ranging from 50-100 mm, significantly increasing the risk of flooding, lahar flow, river swelling, and landslides. To ensure public safety, the Albay PDRRMC-APSEMO has announced the suspension of in-person classes for all levels in both public and private schools starting tomorrow, November 24, 2025, until further notice. Affected schools are directed to shift to alternative learning modalities.
In addition to class suspensions, the advisory strictly prohibits all river crossings (on foot or via vehicle), river fishing, and swimming in swollen rivers until floodwaters subside. Local Disaster Risk Reduction and Management Councils (DRRMCs) at the city, municipal, and barangay levels are urged to maintain a state of preparedness and closely monitor areas prone to flooding, lahar, flash floods, and landslides. They are also instructed to implement appropriate countermeasures and be ready to conduct localized evacuations as needed.
The public is strongly advised to avoid unnecessary travel, especially in flood-prone areas or near riverbanks. Residents are urged to remain vigilant and stay tuned to official updates and advisories from PAGASA and local authorities. The Albay PDRRMC-APSEMO emphasizes the importance of taking these precautions to minimize risks and ensure the safety of all Albayanos during this period of heavy rainfall.
Albay Governor Noel E. Rosal has ordered all relevant agencies to be on heightened alert, coordinate closely, and mobilize resources as needed to respond effectively to any potential emergencies. The provincial government is committed to ensuring the safety and well-being of its constituents and urges everyone to heed the advisory and take necessary precautions.
