Legazpi City - The Committee on Women, Children, Family, and Gender and Development (GAD) of the Albay Provincial Board, presided over by Board Member Wilfredo "Das" Maronilla, convened on November 21, 2025, to discuss Municipal Ordinance No. 011-2025 from Sto. Domingo, Albay. The ordinance mandates the strict local enforcement of Republic Act No. 9208, the Anti-Trafficking in Persons Act of 2003, as amended by Republic Act No. 10364, or the Expanded Anti-Trafficking in Persons Act of 2012, within the municipality.
The Sto. Domingo ordinance aims to bolster the municipality's efforts to prevent and combat all forms of human trafficking. It proposes the establishment of local mechanisms, enhanced coordination with both national and local authorities, and increased public awareness campaigns. The ordinance is designed to protect vulnerable residents from exploitation and abuse by ensuring a proactive and comprehensive approach to addressing human trafficking.
Key provisions of the ordinance include measures for the protection and assistance of trafficking victims, clearly defined responsibilities for local officials and agencies in implementing anti-trafficking measures, and the imposition of penalties for individuals or establishments found in violation of the law. By strengthening local enforcement and raising community awareness, the ordinance seeks to create a safer environment for all residents of Sto. Domingo.
The committee hearing, held at the New SPA Conference Room, provided an opportunity for board members to review and discuss the ordinance's provisions and potential impact. The ordinance reflects Sto. Domingo's commitment to upholding human rights and safeguarding its residents, particularly vulnerable groups, from the scourge of human trafficking.
