Board Member Maronilla Calls for Action on Busay Traffic Congestion

Daraga, Albay – Albay Board Member Wilfredo Maronilla delivered a privilege speech during the 17th Regular Session of the Albay Provincial Board today, November 11, 2025, addressing the growing traffic congestion problem in Barangay Busay, Daraga.
 
Maronilla highlighted the daily struggles faced by commuters, workers, and students who traverse the busy barangay, which serves as a crucial link between Daraga town proper, Legazpi City, and neighboring areas. He emphasized that what used to be a quick 10-minute ride now often extends to 30 minutes or more due to the bottleneck situation.
 
The Board Member pointed out that the congestion is caused by a combination of narrow roads, ongoing road repairs, and a perceived lack of effective traffic management. He noted the stress and inconvenience experienced by residents who must leave their homes earlier to reach their destinations on time, only to be caught in standstill traffic.
 
Maronilla acknowledged the necessity of road improvement projects for progress but stressed the importance of proper coordination and traffic management plans to minimize disruption. He mentioned that residents have raised concerns about the absence of clear rerouting schemes or alternative routes.
 
In his speech, Maronilla called upon the Provincial Government of Albay, the Department of Public Works and Highways (DPWH), and the Barangay Council of Busay to collaborate and address the issue promptly. He proposed several short-term solutions, including:
 
- Deployment of additional traffic enforcers during peak hours
- Proper scheduling of ongoing roadworks
- Installation of warning and directional signs
- Identification of alternate routes to ease congestion
 
For long-term solutions, Maronilla urged local planners to explore infrastructure improvements and urban traffic design that can accommodate the increasing volume of vehicles passing through Daraga's main arteries, particularly in Barangay Busay.
 
"The daily struggle of our commuters should not be taken lightly," Maronilla stated. "We owe them our immediate attention and action. Traffic may seem like an ordinary inconvenience, but for the working public, it translates to lost time, lost productivity, and lost opportunities."
 
Maronilla concluded his speech with a call to action, urging all stakeholders to work together for a safer and smoother flow of transportation in Daraga before frustration turns into anger and inconvenience turns into a crisis.
