Daraga, Albay Imposes Immediate Liquor Ban Ahead of Typhoon "Uwan"
DARAGA, ALBAY – In anticipation of Typhoon "Uwan," Daraga Mayor Victor U. Perete has issued Executive Order No. 51, Series of 2025, imposing an immediate, temporary municipal-wide ban on the sale, distribution, and consumption of liquor and other intoxicating beverages. The ban took effect on November 8, 2025, and will remain in force until the threat of the typhoon has passed.
The measure aims to ensure public safety, order, and discipline as the municipality prepares for the "imminent threat" posed by Typhoon "Uwan," which officials fear "endangers life, property, peace, order, and public safety."
The Executive Order emphasizes that the sale, distribution, and consumption of liquor could "undermine rescue and rehabilitation efforts, disrupt community discipline, and pose risks to both evacuees and responders" during disaster response and relief operations.
The temporary liquor ban applies comprehensively across Daraga. Commercial establishments are prohibited from selling or serving alcoholic beverages, and consumption is prohibited in all public places and private premises used for commercial, recreational, or social functions where it might cause public disturbance. The ban is strictly enforced at all evacuation centers.
The Daraga Philippine National Police (PNP), in coordination with the Municipal Disaster Risk Reduction and Management Office (MDRRMO), Punong Barangays, Barangay Tanods, and other agencies, is tasked with enforcing the Executive Order. Violators will be penalized in accordance with existing laws and regulations.
The Executive Order took immediate effect upon its issuance on November 8, 2025, and will be valid until lifted or revoked by the Municipal Mayor. The Daraga Communications Center (DCC), MDRRMO, and all Punong Barangays are directed to disseminate the information widely to ensure compliance.
