CIDG Recovers Arms Cache Linked to Rabe Criminal Gang in Libon, Albay

Libon, Albay – Joint law enforcement operatives have successfully recovered a cache of high-powered firearms and ammunition linked to the Rabe Criminal Gang, remnants of the dreaded Concepcion Criminal Group, in an operation in Libon, Albay today, December 1, 2025. The seizure was part of the CIDG’s flagship project “Oplan Paglalansag Omega,” carried out based on actionable intelligence from a confidential informant.
 
At exactly 9:05 AM, elements from CIDG Albay Provincial Field Unit (lead unit), Albay PIU, Libon MPS, 1st Albay PMFC, 93rd SAC PNP SAF, RIU5, and RSOT RMU5 raided an abandoned house in Sitio Pinagbadilan, Barangay Buga. The firearms were found concealed inside a blue sack hidden behind a wooden wall in the house’s storage room – a property once owned by Richard Rabe y Martinez, also known as “Rex Bragais/Chad.”
 
Recovered items included one M16 Rifle (COLT AR-15, Serial No. RP101013), two Cal. .45 pistols (NORINCO and TAURUS with respective serial numbers), one M16 magazine with 28 Cal. 5.56 cartridges, another M16 magazine with 4 Cal. .45 cartridges, and a loaded magazine for the TAURUS pistol containing 3 Cal. .45 cartridges.
 
Richard Rabe was a sub-leader of the Concepcion Group, a Department of the Interior (DI)-listed criminal organization involved in gun-running, gun-for-hire, and extortion. He was a high-risk priority target with outstanding warrants for murder and serious illegal detention before being neutralized in a legitimate police operation on March 29, 2025 – a move that significantly weakened the group and led to the formation of the Rabe Criminal Gang as its remnant.
 
All recovered firearms and ammunition will be turned over to the Regional Forensic Unit 5 at Camp BGen. Simeon A. Ola in Legazpi City for proper documentation, examination, and disposition. The CIDG5 stated that the operation marks another major step in its campaign to dismantle criminal organizations and eliminate illegal firearms in the Bicol region.
