Lagman Legacy Lives On: 233 Homes Ready for Mayon Danger Zone Families

MALILIPOT, ALBAY – Congresswoman Krisel Lagman and Mayor Cenon Volante conducted an inspection of the fully finished 233 housing units at Malilipot Ville 1 in Binitayan, intended for qualified families residing within the 6-kilometer permanent danger zone of Mayon Volcano. The high-risk area has long posed threats to residents, prompting the development of the permanent resettlement site as a critical safety measure.
 
The resettlement project was first conceived and initiated by the late Congressman Edcel Lagman, who prioritized protecting communities living in harm’s way around the active volcano. Congresswoman Lagman has continued her father’s work, overseeing the project through to completion to ensure his vision of providing secure homes for vulnerable families is realized.
 
The housing units will serve as new homes for families currently staying at the San Jose Elementary School temporary evacuation center. The transfer is set to address pressing concerns on two fronts: it will upgrade living conditions for displaced residents who have been relying on temporary shelter, and it will allow the school to restore normal operations by freeing up classrooms and facilities that have been used for housing. The presence of evacuees has disrupted learning activities for students over an extended period.
 
While construction of all units is now complete, local authorities have stated that family transfers will only proceed once essential infrastructure is fully operational. Coordination with utility providers is underway to establish reliable electricity and water services across the entire resettlement site, ensuring that families can settle in with access to basic necessities from day one.
 
The initiative forms a cornerstone of Albay’s comprehensive disaster risk reduction and management program, reflecting the late Congressman Lagman’s dedication to building resilient communities. By relocating residents from Mayon’s danger zone to a permanent site with planned amenities, local leaders aim to minimize future evacuation needs and protect both lives and public education services from volcanic hazards.
