DPWH DENIES "GHOST PROJECT" CLAIMS REGARDING TABACO CITY MULTI-PURPOSE BUILDING
Tabaco City, Albay – The Department of Public Works and Highways (DPWH) - Albay 1st District Engineering Office has issued an official statement refuting claims circulating on social media that the construction of the multi-purpose building beside the new Legislative Building in Tabaco City is a "ghost project." The social media posts allege that the project, attributed to Congressman Krisel Lagman with the support of Senator Risa Hontiveros' office, does not exist.
In response to the misinformation, the DPWH clarified that the project is indeed underway and is being implemented through phased funding. The total estimated cost for the building is Php 52 million, which includes the basement parking and site development.
The DPWH statement outlined the following funding allocations:
- FY 2023 GAA: Php 12 million was allocated under the FY 2023 General Appropriations Act (GAA) for the construction of the foundation and structural works of the basement parking, covering an area of 1,362.50 sq.m. (54.5 meters x 25 meters). This phase was completed on July 1, 2024.
- FY 2025 GAA: The completion of the concrete structural works of the building, with a floor area of 1,635.00 sq.m. (54.5 meters x 30 meters), is funded under this fiscal year's GAA. The contract amount for this phase is Php 15 million, and the contract has already been awarded.
- FY 2026 NEP Proposal: The remaining Php 25.00 million is proposed under the FY 2026 National Expenditure Program (as amended) to complete the building. This includes the construction of a dome-type roofing, stage, offices, comfort rooms, other architectural finishes, and site development. This proposal is subject to further deliberation and, upon approval, will be included in the FY 2026 General Appropriations Act (GAA).
The DPWH - Albay 1st District Engineering Office reaffirmed its commitment to transparency in all stages of project implementation and to the delivery of quality public infrastructure that will serve the people of the First District of Albay. The office encourages the public to rely on official sources for accurate information regarding government projects and to avoid spreading unverified claims on social media.
